Abstract: The outlay of the Assam Annual Plan 2008-09 was fixed at Rs.5011 crores. The development activities are expected to increase as per the plans of the state.
Assam Annual Plan 2008-09 - Overview
The Assam Annual Plan 2008-09 was finalized at Rs.5011 crores, which includes Rs. 250 crores as Special Plan Aids pertaining to the important projects of the state and Rs.20 crores for the development of the Majuli Island. The outlay was decided in a meeting between the Chief Minister of Assam, Shri Tarun Kumar Gogoi and Shri Montek Singh Ahluwalia, the Deputy Chairman of the Planning Commission. The special plan aid is conditional on the states performance pertaining to the Centrally Sponsored Schemes.
As per the Deputy Chairman of the Planning Commission, Mr. Ahluwalia, the state of Assam has improved its financial condition and the growth rate has increased during the Tenth plan. The state should look for further all round development, which would boost up the economy and make Assam at par with the other developed states in India. Assam also did well under the
Bharat Nirman Plan.

The development programs in irrigation and drinking water sectors should be increased.
The state was suggested to develop a strategic interface for the schemes pertaining to the social sector, in order to get the maximum out of the Centrally Sponsored Schemes.
The state should encourage the development of the handloom sector as it has immense potential in the future.
The state has been able to do away with the deficit in the revenue and the fiscal deficit was reduced to 3 % of the Gross State Domestic Product in 2005 - 06
The state registered surplus revenue of Rs.2210.42 crores in 2006 and Rs.711.35 crores in 2007.
The rate of industrial growth in Assam 8.02 % as per the Tenth Plan.
The state is chalking plans for the development of the small and cottage industry, during the Eleventh Plan.
The state asked the Planning Commission to alter the power policy, in order to access surplus power generated by the Mega projects in the North Eastern region on a priority basis.
