Himachal Pradesh Annual Plan 2008-09

A sum of Rs. 2400 crores has been earmarked in the Himachal Pradesh Annual Plan 2008-09. Development of handicrafts, horticulture and floriculture sectors have been emphasized. Tax on power generation has been proposed by the Chief Minister of Himachal Pradesh.

The Himachal Pradesh Annual Plan 2008-09 was finalized recently and an outlay of Rs. 2400 crores was earmarked for the state, including an additional assistance of Rs 450 crores from the Central Government. Mr Montek Singh Ahluwalia, Deputy Chairman of Planning Commission and Mr Prem Kumar, Chief Minister of Himachal Pradesh, agreed that in spite of irregular climatic conditions and substantial economic constraints the state achieved decent growth targets in the 10th plan.
Success of Sarva Shiksha Abhiyan and Mid-day Meal in Himachal Pradesh was highly appreciated. Further, its performance in the rural electrification sector was also overwhelming, attaining a 100% success rate. Emphasis has been given on structuring of model district. Promotion of handicrafts of the state of Himachal has also been advised. Further, the commission also pointed out that the state should put more emphasis on the development and growth of the horticulture, floriculture and herbs sectors.

Mr Prem Kumar further added, that the latest plan would primarily focus on areas like -
  • Essential public service
  • Development of physical infrastructure
  • Protection of environment
  • Increasing incomes of the farms
  • Developing human capital
  • Improvement in the overall governance
  • Curtailing poverty
  • Overall economic and social development of the state
The chief minister also opined that the Central Government of India should also permit the state to levy power generation tax. The suggested value of this power generation tax is very nominal. Further, the minister also proposed setting up few state-of-the-art professional institutions in the state.
