Jammu & Kashmir Annual Plan 2008-09 was decided in a meeting between Deputy Chairman, Planning Commission Shri Montek Singh Ahluwalia and Chief Minister of J & K Mr. Ghulam Nabi Azad which was held on January 12, 2008. The budget for the Annual Plan was fixed at ` 4,500crores. As per the plan, the agricultural sector, conservation of Dal Lake, catchment area program, gender gap in literacy and the lack of proper resources in the health sector are some of the areas that should be prioritized. The Planning Commission expressed contentment regarding the development in the power sector and a revival of tourism sector during 2007-08.
Jammu & Kashmir Annual Plan 2008-09 was finalized on January 12, 2008 at ` 4,500crores. The plan was decided by Deputy Chairman of Planning Commission Shri Montek Singh Ahluwalia and Chief Minister of Jammu and Kashmir Mr. Ghulam Nabi Azad at the meeting. Various sectors in Jammu & Kashmir have shown satisfactory growth rates. The power sector has shown maximum growth.
Even the tourism sector has also revived a lot and shown a marked growth. Inflow of tourists to Rajasthan has risen from 0.73 lakhs in 2001 to 6.05 lakhs in 2005. The growth rates in several sectors have had a positive impact on the state's economy.
It has also been advised by the decision makers of the Annual Plan of Jammu & Kashmir for 2008-09 that the agricultural activities should be given more importance along with the improvement of Dal Lake and catchment area program. There should also be an improvement in the processing facilities in Leh and Kargil as has been suggested by the concerned authorities. The gender gap in literacy and the lack of proper resources in the health sector are also deemed as important areas to be taken care of by the Planning Commission.
The plan expenditure has risen by 150 percent during the year 2007-08 compared to 2001-02. Besides, the development expenditure has also grown by 276 percent in the year 2007-08 while the plan salaries have been reduced to 31 percent. The reconstruction plan set by the Prime Minister of the state was also highly impressive.
Mr. Ghulam Nabi Azad has stated in his speech that a well-organized plan has to be set to meet the target of 8 percent growth rate during the Eleventh Plan period. Also, a proportionate allocation form SPA & ACA should be availed to speed up the development process. Restructuring of cooperative banks and the PSUs in the state will be taken up in the Annual Plan 2008-09. During the Eleventh Plan period, the sectors generating high employment opportunities will have more public expenditure. The economic enterprises in Jammu & Kashmir witnessed 6.8 percent growth which was the highest in India. Finally, flagship programs such as Sarva Shiksha Abhiyan, ARWSP, NRHM and JNNURM will also be given national level importance as per the Jammu & Kashmir Annual Plan 2008-09.
