Jharkhand Annual Plan 2008-09

An annual disbursement of Rs.8015 crores, was earmarked during the Jharkhand Annual Plan 2008-09. Physical infrastructure and social service sectors were identified for speedy development.

The Jharkhand Annual Plan 2008-09 was finalized with an annual disbursement of Rs.8015 crores, which also includes an additional allocation of Rs 50 crores for special projects of the state. Mr Montek Singh Ahluwalia, Deputy Chairman of Planning Commission appreciated efforts of the state government in increasing the pace of the development in the state. Further, he also opined, that the expenditure of the current fiscal was much better than the preceding year. Furthermore, he suggested that the primary focus of the state government should be on the development of the social sector and development of human capital to arrest unemployment and low per capita income in Jharkhand. Focus should be on inclusive growth and the state should fully utilize the benefits from the schemes offered by the Central Government of India.

The state government was also advised to make full use of the national horticulture mission, set up for the development of horticulture and floriculture. Setting up of a national network was also suggested by the commission. Physical infrastructure and its development would only facilitate fast track industrialization of the state, which would further decelerate poverty and unemployment. Over 38% of the funds were allocated for the development of social service. Allocation on education was 13.24% of the total disbursement of Social service sector. Shri Madhu Koda, chief minister of Jharkhand, said that the latest plan would primarily focus on areas like -

  • Allocations to new initiatives like
  • AIBP
  • Improve human development index
  • Food Security
  • Rashtriya Krishi Vikas Yojana and its improved operational system
He further added that the state has plans for improved processes and systems to make delivery systems more effective, transparent, responsive and cost effective. Empowerment of the villages was identified as a major focus area of the Jharkhand Annual Plan 2008-09.
