Meghalaya Finance Commission has been established in the state of Meghalaya to bring about the development of the state by improving the economic condition of the various local bodies in the state. The Finance Commission in Meghalaya also fulfills various other functions.

The establishment of Meghalaya Finance Commission:

Meghalaya Finance Commission has been set up in the state according to the guidelines that have been laid down in the Article 243 (I) of the Constitution of India.

According to this article the governor of the state shall set up the Finance Commission within the period of the start of the seventy- third amendment act of the Indian Constitution, 1992 and after that at the end of every five years.

The sectors receiving grants from Meghalaya Finance Commission are:
  • Infrastructure development
  • Primary education
  • Health care services
  • Administration of prisons
  • Administration of police
  • Heritage protection
  • Fire services
  • Public libraries
  • Administration of districts
  • Fiscal administration
  • Training in computers for children

Meghalaya Finance Commission functions are:
  • To function as an arbiter between the center and the state governments with regard to financial matters
  • To transfer the funds that are granted by the central government for the state government
  • To look over the financial condition of the various municipal bodies and Panchayats that are there in the state
  • To allot funds to the various municipal bodies and Panchayats that are there in the state from the Consolidated Fund of the State
  • To decide the taxes, tolls, fees, and duties that may be levied by the various municipal bodies and Panchayats that are there in the state
  • To distribute between the state government and the various Panchayats and municipal bodies that are there in the state the net proceeds of taxes, duties, tolls, and fees that are charged by the state government
  • To take such steps that help in improving the economic condition of the various Panchayats and municipal bodies that are there in the state

The grants received by Meghalaya Finance Commission:

Meghalaya Finance Commission has received from the Eleventh Finance Commission grant of around 0.34% out of the total resources that have been transferred to all the states in India. The Finance Commission in Meghalaya has also received from the Twelfth Finance Commission a grant of 0.376% out of the total resources that have been transferred to all the states in the country.

The state government must encourage Meghalaya Finance Commission:

The state government must boost the Meghalaya Finance Commission. This will help in improving the economic condition of the various municipal bodies and Panchayats in the state. It will also help in bringing more funds from the center for the state. All these measures will bring about the all round development of the state of Meghalaya.
