A consortium of consumer electronic companies has launched the world's first Pay Per View (PPV) software. The software was created by a United States based company, Ocean Blue. The consortium is made up of companies like Philips, Sony and Panasonic.

The PPV software is included in the list of cluster technologies that are being developed. The software is part of the MHEG and DVB software group that are in the process of development for use in newer generation of broadcast platforms like Portable Media Players (PMP), Internet Based Digital Televisions (IPTV), and mobile phones.
