Mizoram Annual Plan 2008-09 was finalized on January 11, 2008 in a meeting held between Deputy Chairman, Planning Commission Shri Montek Singh Ahluwalia and Chief Minister of Mizoram Shri Zoramthanga. The budget for the Mizoram Annual Plan 2008-09 was fixed at Rs.1,000 crores. This also includes a Rs. 70 crores of additional central assistance to carry out certain activities in the state of Mizoram.

The Chief Minister of Mizoram has stated that special focus will be put on the agriculture and allied sector, rural development programs, self sufficiency in food production, employment generation and poverty reduction in the state. All these sectors will experience a major development as per the Annual Plan of Mizoram for the year 2008-09. The areas of horticulture and floriculture are on the list to be explored by the state of Mizoram.

Mr. Ahluwalia has stated that all the districts of Mizoram would be brought under NREG. He also said that the teachers, nurses and doctors should be given adequate training in order to ameliorate the health sector of the state. More trained and skilled professionals should be hired in this sector for better execution of activities. The dense forest areas should be reduced as has been listed in the Annual Plan 2008-09.

The infrastructural development programs in Mizoram have been highly appreciated by Mr. Ahluwalia especially because of the stupendous progress witnessed in the power sector, education, roads and transportation, and the health sector. 94.4 percent of the villages have approach roads and 98.6 percent villages have electricity. The growth rate in health, education, and roads have contributed largely in the income of the tertiary sector of Mizoram.

Bamboo flowering led to a food crisis as no harvesting was done in the state. As a measure to prevent this crisis, the Deputy Chairman of Planning Commission decided to introduce National Rural Employment Guaranteed Scheme (NREGS) in the agricultural sector with the aim to make necessary developments in both the crop production as well as the rural infrastructure in the Mizoram Annual Plan 2008-09.
