Gujarat Finance Commission has been established in the state so that it can act as an arbiter between the state and the central government. The Finance Commission in Gujarat also has various other objectives, the fulfillment of which would bring about an over all development of the state.

The establishment of Gujarat Finance Commission:

Gujarat Finance Commission was set up in the state in September 1994. The Finance Commission in Gujarat was established according to the guidelines laid down in the Constitution of India Article 243I.

The Chairman of the First Finance Commission in the state was Mr. Jashwant Mehta.

The various functions of Gujarat Finance Commission are:
  • To act as an arbiter between the central and state governments with regard to the financial issues
  • To transfer the financial grants are given by the central government to the state
  • To review the economic condition of the various Panchayats in the state
  • To takes measures that help in improving the financial condition of the various Panchayats in the state
  • To allot the various Panchayats in the state funds from the Consolidated Fund of the State
  • To determine the tolls, taxes, duties, and fees that may be levied by the various Panchayats in the state
  • To distribute between the state government and the various Panchayats in the state the total proceeds of the taxes, tolls, duties, and fees that are taken by the state

The various sectors that receive grants from Gujarat Finance Commission are:
  • Heritage protection
  • Health services
  • Police administration
  • Elementary education
  • District administration
  • Public libraries
  • Computer training for school children
  • Prisons administration
  • Fire services
  • Fiscal administration
  • Infrastructure development

The grants received by Gujarat Finance Commission:

Gujarat Finance Commission received a grant of around ` 192.01 crore from the central government as per the recommendations of the Tenth Finance Commission. The Finance Commission of Gujarat received a grant of around 3.515% out of the total resources that have been transferred to all the states of India. Gujarat Finance Commission will receive the amount during the period starting from 2005 to 2010.

The state government must encourage Gujarat Finance Commission:

Gujarat Finance Commission must get a boost from the state government of Gujarat for this will in turn make sure that the state will receive more funds from the center. This will also ensure that the condition of the various Panchayats in the state will improve. All this will contribute to the over all development of the state.
