Manipur Finance Commission has been set up in the state of Manipur so that it will bring about the development of the state by improving the financial condition of the municipal bodies and Panchayats. Manipur Finance Commission has also been given the responsibility to fulfill other objectives.

The establishment of Manipur Finance Commission by the state government:

The Finance Commission in Manipur has been set up in the state according to the rules that have been stated in the Indian Constitution, Article 243 (I).

The governor of the state according to this article shall set up the Finance Commission from the start of the Indian Constitution seventy- third Amendment Act, 199 and after that at the end of every five years.

The objectives of Manipur Finance Commission:
  • To act as an authority between the state and the central government with regard to economic matters
  • To transfer the grants that are allotted by the central government for the state government
  • To look after the economic condition of the various Panchayats and municipal bodies in the state
  • To grant funds from the Consolidated Fund of the State to the various municipal bodies and Panchayats in the state
  • To decide the taxes, duties, tolls, and fees that may be charged by the various municipal bodies and Panchayats in the state
  • To divide between the state government and the various Panchayats and municipal bodies the net proceeds of taxes, duties, fees, and tolls that are charged by the state
  • To take such steps that help in improving the economic condition of the various municipal bodies and Panchayats in the state

The funds received by Manipur Finance Commission:

Manipur Finance Commission has received from the Eleventh Finance Commission a grant of ` 1774.94 crores for Revenue Non- Plan Deficit. The Eleventh Finance Commission also allotted the Finance Commission in Manipur a grant of around ` 1377.32 crores as the share of the state in the center's taxes between the time periods 2005 to 2010. The Twelfth Finance Commission has allotted Manipur Finance Commission a grant of around ` 144.69 crores for the development of the infrastructure in the state. The Finance Commission in Manipur has also been allotted by the Twelfth Finance Commission a grant of around ` 4391.98 crores for the Revenue Non- Plan Deficit.

The state government must promote Manipur Finance Commission:

The state government must encourage Manipur Finance Commission for this will help in improving the financial condition of the various municipal bodies and Panchayats in the state. It will also help in bringing in more funds from the center to the state. All these measures will bring about the all round development of the state.
